Overview

The Natural Resources Defense Council (NRDC) is seeking a full-time project analyst (consultant) to support analysis and project management for our China Oil Cap Project at the Climate and Energy Program, to be based in NRDC’s Beijing office. The project seeks to help China to peak and reduce its oil consumption as early as possible in key sectors including transportation and the petrochemicals industry, by providing policy and technical recommendations to accelerate the transition from fossil fuels to clean energy.

Position Summary:

 

The China Oil Cap Project Analyst will provide analytical and research coordination support for a project cooperating with government research institutes, think tanks, and universities, on the research, design, and implementation of an oil consumption cap policy for China to meet environmental, health, climate, and sustainable economic development goals. The Project Analyst will support the China Oil Cap Project by coordinating and supporting the research of various project partners, conducting research related to the design of an oil consumption cap policy, and monitoring and reporting on project activities and deliverables. The Project Analyst may also assist with quantitative and qualitative analysis to support the Oil Cap Project, including modeling of energy and emissions scenarios related to an oil cap policy; analysis of policy and technical options for designing an oil cap policy in key sectors including transportation and the petrochemicals industry; and analysis of relevant Chinese and international studies and policies related to oil consumption reduction. The Project Analyst will be based in NRDC’s Beijing office and will form an integral part of the NRDC China climate and energy team.

Responsibilities

  • Provide research coordination support for the China Oil Cap Project; work with project research partners to analyze the energy, economic, environmental, and climate impacts and benefits of an oil cap policy.
  • Work with other NGOs, government agencies and the private sectors on the implementation of pilot projects and communication events to make research outputs into practice.
  • Ensure coordination and integration of subgrantees’ research and pilot projects into the overall oil cap policy study and recommendation.
  • Conduct independent research on policies needed to support a national oil consumption cap policy in China, focusing on those oil consuming fields such as the transportation, petrochemical and plastic sectors.
  • Initiate events, programs and partnerships to support an oil cap nationally and locally and lead the implementation.
  • Work closely with partners to monitor progress on project activities and deliverables, including regular communications with partners, and organizing and participating in project progress review meetings every 2-3 months.
  • Help to manage project proposals, contracts and deliverables, as well as reporting on project progress.
  • Produce reports, issue papers, fact sheets and blogs on oil cap project research and pilots by subgrantees as well as other relevant oil cap policy developments and studies.
  • Communicate analysis and policy recommendations to Chinese policymakers, research institutes, industry, experts, and other relevant parties, to support the development of a comprehensive oil cap policy in China.
  • Work with other members of NRDC’s China Program and US colleagues to enhance NRDC’s research and advocacy efforts related to oil consumption reduction policies, electric vehicles, and related energy and environmental policy.

Qualifications

  • Bachelor’s degree or above in policy, engineering or science, or a related field, and at least 3-5 years of working experience. Experience working in the private sector preferable.
  • Broad knowledge of environmental, clean energy and climate change policy and petrochemicals and electric vehicle industries in China and abroad, and the ability to analyze how policies can be improved, including through adoption of best practices and technologies.
  • Experience working cooperatively with stakeholders from government, research institutes, universities, companies, and NGOs. Strong interpersonal skills and a team player.
  • Strong research and writing skills in both Mandarin and English, including the ability to communicate, research, translate and preferably write persuasively in both languages.
  • Self‐motivated, with strong organizational and planning skills and the ability to handle multiple tasks and prioritize them to meet deadlines.
  • Care for details, accuracy and high-quality output.
