    The Natural Resources Defense Council (NRDC) is the nation's most effective environmental action organization. We use law, science and the support of 3.1 million members and online activists to protect the planet's wildlife and wild places and to ensure a safe and healthy environment for all living things. NRDC was founded in 1970 and our staff helped write some of America's bedrock environmental laws, including the Clean Water Act, and many of the implementing regulations; our water enforcement cases played a major role shaping current water policy throughout the country. Today, our staff of more than 500 lawyers, scientists, economists, policy and communications experts, and others, work out of offices in New York, Washington, Chicago, Los Angeles, San Francisco, Bozeman, Montana, and Beijing.

     

    Position Summary

     

    NRDC is seeking an Advocate to join the growing Sustainable FERC Project (Project) team in the NRDC Climate & Clean Energy Program. The Advocate will focus on their work on advocacy at the Midcontinent Independent System Operator (MISO), which is one of the world’s largest wholesale electricity markets. The Advocate will play an important role in developing and implementing transmission and wholesale markets solutions through participation in MISO stakeholder meetings, related FERC advocacy, and others interested in reforming and improving MISO’s rules and practices. The Advocate also will work closely with the Project’s coalition partners.

     

    This role requires experience working collaboratively in a team setting with both internal and external partners, the ability to represent the Project in the media and other public forums with credibility and enthusiasm, interest in cultivating relationships with MISO staff, and willingness to travel to MISO’s offices in Carmel, Indiana and St. Paul, Minnesota, and elsewhere to advance the Project’s and NRDC’s policy goals.

     

    The Project’s current priorities at MISO include supporting wholesale power markets and transmission planning policies that help to accelerate economic and policy-driven clean, zero-carbon energy. More generally, the Project’s advocacy priorities also include integrating rooftop solar and other customer-owned resources into FERC-regulated markets, and reforming FERC’s review process for natural gas pipelines.

    The position calls for a combination of leadership and written and oral advocacy skills coupled with the flexibility, diplomacy, organizational and communication skills necessary for successful collaboration across teams and organizations. Experience with wholesale power markets, electricity sector regulation, and/or FERC is helpful but not required. The position is open to individuals with 2-10 years of relevant experience, and can be tailored to some extent to the selected candidate’s experience and background.

     

    This is a full-time, two-year term-limited position (though there is the possibility that term could be extended subject to project funding).

    Responsibilities

    • Working with other Project staff, and with the Project’s coalition partners, and NRDC staff, conceive and advocate for solutions at MISO and FERC necessary for a low-carbon future.
    • Help set strategic goals and priorities for MISO.
    • Represent the Project coalition and NRDC at MISO and FERC. This advocacy includes drafting regulatory comments, participating in stakeholder meetings and conferences, and other activities necessary to accomplish the Project’s advocacy goals.
    • Engage in related advocacy with states, cities, members of Congress, and other decisionmakers.
    • Maintain and build durable coalitions to support a cleaner energy grid.
    • Communicate the Project’s message to a wider audience in a manner that translates complex and arcane grid rules into simple and understandable terms.

    Qualifications

    Required

    • A graduate level degree (especially law, economics, engineering, public policy), and a minimum of two-years post-graduate experience in a relevant field (or pre-graduate experience at a similar level of seniority).
    • Excellent writing and policy analysis skills and the ability to grasp and translate technical power grid issues into plain English.
    • Oral advocacy skills and experience; and comfort speaking in varied settings, including with media.
    • Strategic thinking and strong interpersonal skills.
    • Ability to participate in teams that work collaboratively towards shared outcomes.
    • A sense of mission and passion for public interest and environmental advocacy.
    • Willingness to travel (estimated up to 20% of the time).

    Preferred

    • Experience with electricity regulation and especially FERC and RTO/ISO proceedings or issues.
    • Experience in coordinating coalitions of NGO advocates and private/government sector allies.
    • A vision for how the collective electricity system in MISO and its states can promote a zero-carbon future.
